is this just factored on Open accounts? or do Chargeoffs/ Collections count as a balance?

Collections never factor into utilzation.  Well they aren't supposed to.

CO CC that report a balance and CL are factored in.

I believe if the CO has a balance... then I think it does. Or atleast from my understanding... I've applied with balances on my CR and been told I've had utili through the roof... (300% or so )
