Account summaries won't be available until 7/1/15. At that point you can review an old bill to determine if you are a cramming victim. If so then you can submit a refund claim form before the 12/31/15 deadline.
If you have an account in collections it may not hurt to file a complaint with CFPB if the CA are trying to collect an incorrect amount.
