What does this mean? Something I saw on back page of a letter from CA.

It is a letter from a CA stating that they want to offer me a settlement offer on an old Cap 1 account.  My account with Cap 1 on my report now states balance as 0, so I am assuming it was sold to this CA.   I am preparing a validation letter to send but was reading the entire letter and at the bottom it says
"No credit reporting will occur if the federal reporting period has expired, or we have not previously reported on this account". 
 
"Please send any correspondence relating to any credit reporting of this account to:
CA
Addy
City State Zip
Please retain this address for any issues relating solely to the credit reporting of your account. 
 
This account is not reporting on my report and I definetely do not want it to.  I am so close to getting my scores to where they need to be for a mortgage.  Should I go ahead and send the validation?  Or will it even show on my report?  It was a 300 limit card and of course the balance is now 1100.00  I do think that it is from 01.
