Recently applied for a capital one secured card, got a denial letter in the mail. Here is what it said
Based on the information from (it listed this 3 times for all 3 bureaus), credit report information is missing or unavailable.
I do have a 0 score, basically because no trade lines have been opened in over a year.
Would that be the reason for information being missing or unavailable?
The other thing:
"Based on the Report from Trans Union for [Name], proportion of account balances to credit limit or high credit on accounts.
Huh? I have no credit in use, no credit cards, no loans, etc, and my TU Credit Report confirms that as well.
A couple of questions. Do you have credit IE car loan, Credit cadrs(s) etc? If so when is the last time you used your credit ?
Never been issued credit.

But you are saying you have never, ever, had any credit at all?
They are debts from ultility companies
Yes, then that is what the comment means.
Are the collections paid? If not that is what they are referring to.
K. But why would it say my report is missing?
Maybe they mean the parts you need for a score are missing. Where did you get the reports?
ETA: I read that wrong. The denial letter said that, it didn't come from the CRAs. The CCC is telling you there is nothing on your reports, that is why you were denied.
Most utility companies do not report to the credit bureaus. There are a few exceptions that due depending on where you live. Most likely the message the Capitla one is getting when they pull credit is either no hit not record found or non suffiecient credit If you have had some one else try to pull your credit. Capital One cannot pull your credit because it sounds like there is no credit for them to pull. I would ask your bank or credit union if they offer a secure credit card and explain to them that you do not have any existing credit and are trying to extablish credit. Preferrably a the bank or credit union where you already have an account(s).
Utility companies seldom report in good standing accounts. There are hundreds of them that do report negative accounts.
