What happened to the HIPAA procedure?

I have been following this board for quite some time and now that I finally need the HIPAA procedure, it appears as if it is no longer being displayed anywhere on myFICO.  What happened?  Is there anyplace I can go to find this procedure?

Google the HIPPA process.  It was removed from the boards a few months ago.
