I have successfully sent a C&D before and never heard back from the CA. The format is pretty straightforward:
- Your name and address, account number, etc
- Their name and address
- Attn: collections department:
- You are hereby notified to cease and desist any and all telephonic communication to 555-1212
Mail it via certified mail, return receipt requested.
No need to include any legal language or quote the law, the CA should be very familiar with consumer law already
Also the C&D letter has no effect on when the collection falls off your report

Also do I have to list my cell phone number and work number to get them to stop calling both?
