Hi all!
I recently (and I mean, very recently) have decided to make a valiant attempt at turning my credit around. I have had a few small victories (being approved for an Express card and an Ann Taylor LOFT card, as well as a CapOne Quicksilver One) but I am still miles away from where I need to be. Most of this is due to delinquencies on my accounts. I've had at least three months of on time payments with all of my accounts and I am wondering when is it appropriate for me to send a goodwill letter? After 6 months of no missed payments? A year?
Any ideas would be greatly appreciated!

If they show on your credit report , don't wait and send the GW letters.

If they turn me down, is it possible to request it again or is it a one shot deal? I'm nervous that I don't have enough proof for anyone to want to remove those delinquinces and once I send in those letters, that will be that.
Its normal to have to ask many, many times. Usually the key to getting GW removals is persistance and givng them a very good reason. Look over all of the successful goodwill letters in the forums here for a good idea on what works.
Don't be surprised if it takes a year or more of asking.
Often its just a matter of getting your request in front of the right set of eyes at the right time.
