I would first attempt to DV the CAs involved here, you need to know if some of these are still inside states SOL, on ones that are its not recommended you contact them for DV or anything else unless you have the funds to PIF. If the DV fails to get them removed then a PFD would be attempted with them, whether they are inside or outside states SOL will determine how much you would offer.
