For Capital One, is it better to have the cards report 0% utilization, or allow them to report a small balance between 1-9% utilization.
I am curious because I remember reading somewhere that Capital One prefers to have some balance reported, but I am generally inclined not to let that happen. However if it will help me obtain a CLI or somehow boost my credit score I would consider it.

Doesn't matter what Cap One likes, its what FICO likes that matters when it comes to scoring. Let one card only report a balance of less than 10% of that cards UTI%. Other than that, use them as much as you can and pay them right down as soon as the charges post. I go online and make multiple payments each month.
And as long as the carried ballance is paid immediately after the statement cuts, there will be no interest due.
