Wouldn't opening another card add another hard inquiry and further decrease my score? Remember I have 4 recent ones already this year.

It may or may not. 4 inquiries in a year is certainly not a lot. I personally never have seen a point drop for an inquiry. At worst it would be a wash if you also get the lower balance paid completely, so only one out of three cards has a balance.

So best choice, pay off smaller of 2 cards, open a 3rd but do not use and contact attorney to get the ball rolling on the one and only (almost 7 year old) CO that is reporting on 2 credit reports?
