Who normally informs the employer of a wage garnishment?

Does an employer receive a notification from a court or a collection agency?

In order to do a wage garnishment, there has to be a judgment.   I would think it would be the courts that send the paperwork.

I asked because a collection agency contacted my employer via mail and asked for a employment verification.  They won't release any information without my consent though.
