Why a collections acc that was fully paid off still continues to report

I had a collections account that was referred to the collection department of the bank issuing the credit card initially I paid it through payment plan but satisfied the full amount on December 2009 receiving a letter afterwards that it was fully paid and zero balance. the account is supposed to fall off on May 2014 but they still have continue to report every month after dec 2008 " zero balance but account charged off " to Equifax and not to Experian or Trans Union is this right? OR BECAUAE IT WAS PAID Off they need to stop reporting every month? I had a collections Amex and the month after I payed off the full amount in 2008 the stopped updating it though is still in my report until nxt tear

They are reporting correctly.  There is nothing wrong with them updating every month.  Some do, some don't.  Even though the account is now paid, it was a CO so it can report that way as long as it shows the correct amount of $0.
