If you have a Citibank in your area, I would recommend the Citibank secured card. The product is no longer advertised, but it is still avaialble via a local branch. The fees on this card are relatively low compared to other secured cards.
Unfortunately, I did not wait for my account to graduate; 18 months. My scores rebounded and I was able to obtain unsecured credit lines. There have been several who have posted here @ myfico.com and suggested that their secured Citibank accounts graduated.
