charge off question..

If there's a "charge off" on my credit report, reported by the OC with a zero balance, doesn't that mean that they don't own the debt ?

Doesn't that mean that I can dispute that account and have the OC removed from my report?

Thanks in advance guys!

When a CO is reported with a 0 balance it usually means either it is paid or that the debt has been sold to a CA.

Neither of these situations is a basis for disputing with the CRAs, even after a debt has been sold it can still be reported by the Original Creditor ( OC ).
