Was it the OC who hung up on you or a CA?
If it was a CA then I would send a DV immediately. I would also call the OC and ask for the original terms and ask why it wasn't covered by insurance. If the OC hung up on you, then I would file a complaint with the CFPB. You are just trying to get information about the debt, and they are required to provide it to you.
The bureaus won't do anything about this. I would tell the CFPB that you had co-signed on a credit card and the primary account holder passed away and you have no way of knowing or obtaining the original terms of the account and the OC will not work with you. Because if they expect you to pay a debt, its not unreasonable for you to ask for the original terms or about the insurance.
Again, was it the OC who hung up on you?
First step: Try calling the OC again to see if you can find someone to help you. It could be the rep you got on the phone is just a jack or was having a bad day.
Second step: If step one fails, go to the CFPB website and fill out the complaint form.
That's up to you, but I don't see why not. You are calling them, so you KNOW who you're talking to. Its not like they called you out of the blue and asked for you SSN and you don't give it out because you're not sure who they are.
