Yes, I'm rebuilding so I had to get this credit one card after having my capital one secured card for 6 months. Its been almost a year now with cap one secured ($200 limit) and I never received a cli. I have utilized capital one under 30% and paid in full for 10 months straight, but still no cli 
So decided to do the opposite with credit one ($300 limit). I utilized 30% but paid only the minimum for the first month. nothing. On the second month, I racked it up to 45% and paid off the entire balance and nothing. 3rd month, I racked it up to 60% and paid in full and also nothing. So in this fourth month, I charged it up to 80% and paid in full and they bumped me up from $300 to $500.
I guess if they see that you can utilize 80-90 percent of the limit, and pay it in full, then they'll know you can afford to pay the minimum on a higher limit.
So right now, have a $0/500 with credit one and I'm going to try this to my capital one secured card and see if they give me a cli as well, even though last time I spoke to capital one (6 months of having the secured card), they said they don't do cli's after 6 months (credit steps is only for the first 6 months of having the card).

Oh btw, I always leave a 1% balance on my accounts except this last statement with credit one. I actually paid it to zero balance. We all know not to let accounts report $0, but I was trying to figure out how to get that cli and finally I got it

Update: credit one emailed me saying they are converting my card to a 1% gas rewards card. Pretty cool cus I only use this card mainly for gas anyways.
Congrats on CLI, just curious they didn't charge you for those CLI?
Also while 1% rewards is cool, remember there's no grace period so they charge interest from the date of purchase. I'm ditching credit one as soon as my j.crew card comes ;p

@buildafico, thanks. no, there was no charge for that cli. it was just on there when i logged on 3 days after i made my payment. im probably going to leave credit one open since i used it as my gas card from the beginning and because its been good to me. maybe they will give me another free cli at the 1 year mark....have my fingers crossed.
