medical collection question

My DH has one medical CA on his report.  I called the OC today to see if I could just PIF and have them pull back the account from the CA to have it deleted.  I know that with medical collections this can often be done.  However, she said they couldn't.

 

She told me that I would have to contact the CA and deal with them.  Will this make HIPAA much more difficult since payment is suppose to go to the OC?

sounds like the debt was already sold to the CA.

 

 From what I've read, the hipaa process is more difficult to do when the CA is paid, instead of the OC is paid.
