Ok so here's the latest and final

I decided to call ATT - CA originally got the "debt" from them.

I got someone at ATT who said that they sent me a refund check for the same amount on another account; thus I must owe this from another account

BUT

they can't tell me when this account was opened, what actuity was made on it, etc.

So in other words, they are holding my credit score  hostage over 58.72 cents PLUS a five dollar transaction fee for taking payment over the phone.

I figured for that amount of money, I will just pay it and be done w/it.

What the website where one can report bad corporate policy in a case like this?

I can't remember the name buy I will be going on it and putting this instance in.

Who are you wanting to report? Are you just wanting to let others know of your experience or looking for some certain outcome?

I want to tell people what ATT does...maybe ATT will refund the money that i had to pay to get this off my credit

BBB is one place. But others won't actually see what you complained about, just the different categories and how many complaints the BBB has received in which.

Otherwise, google for company complaint boards.
