obtaining accounts with creditors who have previous co accounts

I was just wondering does anyone know if once you have a charge off account, is there any hope of the oc allowing new accounts.

for instance i have two credit cards one from capital one bank and one from chase bank both charged off approx 4 years ago.

does this mean i will never be able to obtain any other credit cards with them?

I had a charge off with walmart and they gave me another card but I paid the charge off first

I had a charge off with Capital One about 5 years ago that I paid back.  I was able to obtain and secured and unsecured CL from them about a month ago.
