Like any condition that is not otherwise illegal, you can make a contract offer contingent on specified terms.
However, if the creditor no longer owns the debt, they cannot accept payment, with or without any PFD contingency.
The fact that no debt collector has yet reported does not necessarily mean that the orginal creditor has not sold the debt.
