If an account is in collections the OC is able to take payment if they still own the account. If they do not they legally can not accept money.
Paying the OC does not mean that the CA has to remove their TL from your CR. The only time this would happen is if the OC recalls the account from the CA. You can request the OC do this but they are not obligated to do so.
OC and CA reporting are two separate TLs. Paying the CA will not remove the OC account and unless agreed, paying the OC will not remove th CA TL.
