You can call and ask about PFD.  Most will say no.  Then you get a book of stamps and mail PFD letters to the Collection Agencies.  Some collections agencies also allow email PFD requests and will send you a letter stating they will comply to it.  You may be shot down several times but be persistant and dont give up.
