trying to fix my mothers credit please help

so today i signed my mother up for Experian credit tracker pulled her score and report from experian

FICO 8 experian score 619, i know credit utilization is a huge factor for her, we are trying to re-finance away from SANTANDER on her auto loan 

were should i start? apply for a few new cc to help utlization

dispute the bad??

 

FICO 8 EXPERIAN SCORE 619

OLDEST ACCOUNT 20 YEARS 9 MONTHS 

AVRAGE AGE OF ACCOUNTS 6 YEARS

 

I know her credit utilization is at a very high 89%

and my mom when she had great credit had high credit limits paid them off then closed the cards which i know is a big NO-NO 

 

THE BAD

collection $369 open date 05/2011

collection $412 open date 02/2013

collection JCP/SYNCB, no balance listed, open date 07/2001 last payment shows 01/2010

collection DICKS/SYNCB $347 balance, open 07/2009 last payment 07/2010 which is false information last actual payment was 12/2009

collection PENN CREDIT via Verizon, balance $1,189 date open 02/2013 delinquency date with verizon is 09/2010 

collection HSBC/RS $893 balance open date 03/2007 last payment 08/2009 report says she made a payment 08/2011 which is false 

collection HSBC/BESTBUY balance $1,671 opened 08/2008 last payment 08/2009 report says she made a payment 03/2010 which is false 

collection CHARGE OFF FIRST TENNESSEE BANK balance $5,835 open date 06/2008 last payment 08/2008 shows only missed payments since 2013

Collection CAV PRO  balance $412 open date 02/2013 she has no idea what this could be

I would start with UTI%. Probably the fastest way to get a bump in score. Once thoughs are paid down take the money left over from and start trying to PFD the collections. The collection she doesn't know send a DV letter to find out if the debt is hers. But definitely start with UTI.

 I would go to work on on getting that utility down as a first prioroity if it were me.
