Are you sending your letter to the CEO? or to a department that you have their specific address?
If you're just going with the address on your credit report, a "To Whom It May Concern" is good enough.

thank you for responding I had the addresses from my CR but i didnt know if i should try to send it to the CEOs if you get better results with CEOs and if it should be sent to the address on the CR regular mail or certified mail
The address on your CR certainly isn't the address of the CEO or the honcho of the place. In order to send your letter or email to someone with executive power, you gotta have to do the digging on your own. Looking up those address/email address isn't necessarily easy. And I would just send the letter with regular mail.
