They exist, but have extremely limited features, designed for what engineers call "embedded systems." You probably own a number of them yourself: your car, various appliances, possibly your HVAC system, etc. It is true that MacOS and Linux get much fewer malware attacks, but that's mainly because they are less common. Most malware authors prefer to go after Windows simply because it is the most common.

Short of that, Ranum says, there is no perfect firewall.
