I do tip for what I feel the service was worth, not just the cost of the food. I am not cheap but at the same time, what if the service was horrible?
I do personally believe that tipping for bad service encourages bad service. But if the service is actually really bad, you should talk about it with the manager. If you only leave no tip the server may just assume you're cheap.
I left a penny once cause our service was so bad. The manager offered us a free meal I said hell no. I get better service at a Taco Bell!!!

If the service is bad, why tip at all? You realize you're tipping the amount most people consider the standard for average service, right?
