Would I be asking too much by asking everyone's income compared to their available credit?

I have an income of about $30,000 and, as of this morning when I logged into the Wells Fargo website and found an unexpected auto-CLI of $500, the total of all my credit lines comes to $7,700. This is broken down across five cards:
Discover IT: $2500
Security Service FCU MC: $2000
CapOne Platinum: $1500
Wells Fargo Visa: $1200
AmEx BCE: $500
My personal goal for a little while now has been to get to $10,000. Why $10,000? Because I can think of a lot of scenarios where I might need that much, but I can't imagine really needing more than that and honestly having more is an invitation to get in trouble. I don't just focus on the "game" of credit but also on the practical application. Maybe something will come up and I don't have the cash and need to carry a balance and pay it off over time. I want to be prepared for that.
$14.1 Is my limit, utilization at the moment is about 58%. We're paying it down at a rate of about 2k per month, so we'll be all paid down in April or May.
Honestly, my high utilization and low payments have kept my limits where they are for far too long. I'm planning on paying down, and then running 1-8% utilization for 6 months, and then requesting CLs on all my cards around the end of the year. My CC limit represents only 10% of our household income, so I think we have some room to grow there.
My limits are a little over 90k (until new card reports.. then 97k)
Income is little over 100k
Utilization is currently about 18.5%
