Perhaps leave a note on his door informing him how much money he could save by investing in a keg fridge? Sure it won't stop him from being a drunk, but at least there's less litter.
I spoke with my sister and she said that her town doesnt allow commerical vehicles to park overnight. A hearse would be in that catagory.
LOL too bad the could do the same for people who leave beer cans on their lawn. Hopefully he will wonder out one night drunk, trip over his own beercan and hit is head.
See, then it would be handy to have a hearse around.

I worked in Planning for 17 years, and honestly never heard this complaint !!! (although there were some good ones). Seriously though, keep up with Code enforcement, and you might check with the Health Department (sometimes code enforcement includes health, sometimes it doesnt) as far as a business operation. If there isn't a business operating there, chances are good that they shouldn't be parking the Hearse.
Hopefully it will be a dead issue eventually.
