Income-Based Repayment goes into effect JULY 1,2009 How to apply?

This gos into effect next Wednesday, how does my fiancee apply? She makes $8000 a year and owes $17,000 in loans. Stanford and Sally Mae, she qualifies but where or who does she call to apply? thanks in advance.

Has she consolidated her loans yet??  If not, she will probably want to refer the Direct Loan Program website now or after July 1.

You HAVE to consolidate in order to do this?  I may have misunderstood.
