So you're in an ideal place with 3 of 8 (less than 50% of cards) with a reported balance.  Ypur goal as you said should be to get aggregate utilization down to 8.99% or less.  You should be able to achieve maximum scoring with aggregate utilization at or below that amount, even if you have 1-2 cards with balances in the 20's.  Some have even reported no scoring ding with allowing 1-2 cards to report in the 40's, so long as their aggregate utilization is 8.99% or less and they're letting less than 50% of their cards report a balance.
