FICO score from credit card company decline letter varies greatly from 3 fico scores

I applied for an SPG Amex CC a few weeks ago and got a letter today that I was declined.  The main reason was "Low fico score. 648"

 

I quickly logged on to my fico to check my 3 scores and it shows the following:

 

Equifax: 739

Tran: 743

Experian: 729

 

Any idea with the large discrepancy?  Should I even bother applying in 30 days?

Was it an internal score or did it reference a CB? Also, did you have any changes since you apped? Lower util, a baddie dropping off etc?
