Is it 1.0 - 9.0% or to 9.99% before FICO is effected?

I am teetering at trying to keep my one big card at what is needed to keep me in my high achiever levels (three FICOS at 809-822) but I can't seem to get below about 9.5%-9.9% right now.
 
I know I've seen the "best' scoring for utilization per card AND in total is 1% - 9%..just wondering if that means 9.0% for sure or as long as UNDER 10% I'd get the same weighting for utilization.
