Need to break into the 700 score

I've been hovering around the 692-699 score range for a while now.  Goes up and down.  I only have 1 card that has been reporting with a balance monthly at around 9%.

Should I lower the reporting amount to a lower percentage to get a boost in my score?

Won't hurt to try but I don't think you'll see 9 points from that on your EQ. My EQ04 hovered at 699 for awhile. It didn't go over until some baddies fell off and my AAoA increased.
