If you're at scenario A, your utilization is great.  I would pay off credit cards to zero, one at a time.  Don't shift the balances, just use the snowball method to pay off lowest balances first.  Each time you pay off a card you'll get a boost, but the boost may be negated if you increase utilization on one card to do it. Remember utilization is per card and overall.
