Points taken away for decreasing the amounts of one of my bankcards?

I got a notificaiton the other day stating that there was a change in my credit report.  So I logged in and noticed that I dropped 4 points for; get this:

 

"The balance of one of my accounts (USAA) has decreased by $49!!!  I had a balance for $102 and paid it down to $53; my utilization went from 20% - 10%.  Why in the world did they take 4 points away from me!!!!  Man you just can't win.   Experian was the one that did this. Can anyone shed some light on this???

It's not cause and effect.  Notification reasons not the same as FICO score change reasons. 

Also, 4 points is just noise.  Ignore it.

I understand but still to take 4 points from my Fico score just because I paid down my balance and brought down my utilization from 20% to 10% is completley wrong.  If I had a score of over 800 then yes it is no biggie...but mine is not that high so me it is a big deal for. Thanks for your input though.
