So i know i am over the 30% UTL so i'm curious how a balance increase would cause a score increase? I thought it was suppose to be the other way around.

I balance increase will NEVER result in a score increase, unless the balance increase was from $0 to number greater than zero (say $5 or $10).
If your score increased, it was for a reason other than your balance(s) increasing.

That's what i understood it to always be, However MyFico has given me 2 alerts that said your balance increased and i had a 16 point jump

It's important to recognize that alerts more often than not have nothing to do with changes to your score. The alert is just letting you know about a change and you are being provided with a new score at that time, but it doesn't mean that the score change is related to the alert. I know this can be confusing and it should probably be disclosed by myFIco as MANY people are mislead by this.

Is the BK the only baddie on your file? What is the age of any baddies?
With baddies, the general rules of thumb in credit scoring are suspended. You could have aged into some slightly-less-dirty bucket, and that gave you a score boost. The utilization metrics are less important, likely less important in this latest short term than whatever else was going on with the age of the file.
Things I would look for on this particular case of an increase, average age of accounts has crossed a new whole year threshold, number of cards reporting a balance has decreased, inquiry(es) aged off, baddies aging off, credit line increases that further decreased overall utilization. Loan installment hitting a new threshold on utilization balance.
