All because a new credit card reported with a small balance (less than 10% of util). I seriously shake my head and do not understand why each CB acts so differently to the same information!

Typically a new credit card means a hard inquiry on one and only one of your CRA reports. So that often causes scores derived from that CRA to drop. The impact of the inquiry can override any positive that may otherwise have improved score due to a reduction in aggregate utilization.
Scores based on a different CRA, which did not register the inquiry may rise if your aggregate utilization dropped to to the additional credit line or a reduction in % of cards reporting a balance.
