What do you mean by "how much each credit card pulls."
Did you lose 7 points from an inquiry, or from the new account reporting and the inquiry?
7 points isn't really a whole lot, you'll get it all back once the card gets a few months under it.
Are you comparing FICO scores? Or is one or both a non-FICO?
Almost all inquiries will lower your scores a little bit, so that is something you'll get used to eventually.
Scores will drop from new accounts for 2 reasons..
1) the inquiry will take you down a few points
and
2) If you are approved the new account will lower your aaoa (Average age of accounts)
I think target backs the card themselves, so I don't know of any backdoor number to call or anything.

Congrats. Cap1 denied me for their secured card about a year ago. I think that their Secured card comes with a free credit monitoring service, you should get a packet about it when your card arrives.
Garden your Cap1. What's your CR look like? Are there some things you can do to improve it? Work on that, wait 6 months and try again if you want it.
