Weird Juniper Decline scores dont' seem to 'jibe' with mine

I have zero collections on TU and score is 708.  Utilization fairly high but score is as well, cards with $10k lines, figured I'd get something.  But a decline and a Collection? I pulled TU here right afterwards and that is the most recent info.  Zero baddies, 3-4 inquiries in the last 6 months.

Were any of those hard inquiries related to a CA? Have you checked your soft inquiries?

Ok who is a good TU card?  That one is clean 708, I have 2 or so cards with $10 limits and a few with $5k you'd think I could get $5k on something...

I live in NJ so there are no TU pullers. Only EX around here wth the exception of the CU's.
