You can get one free credit report per year, by law. You pay for additional reports, because I suppose it does cost CRA's money to maintain them.
The law also provides that you can get one free "credit score" per year, but it neglected to specifiy which one. FICO scores, like anything else resulting from research and work, cost money. It's like asking a farmer why s/he doesn't provide free food. Sure, food is necessary, but it cost the farmer money in terms of supplies and labor to produce the food.
