I have about 10 inquiries on my report. 
4 will come off this year or early next.  The remaining are for WAMU and Capital One. I do not plan on opening a new line of credit with either of them.  Should I opt out because it seems like Capital One is checking my report every month to offer me pre approved offers that I don't want.   Any advice will be appreciated.

They are pulling soft inquiries which do not hurt you. It only affects your score if you actually apply.
