will an account be left out of your debt ratio if cleared off and not used for a while?

I was reading that if you dont use your revolving accounts after 6 months or so the limit on that account will not get figured into total limits when figureing your debt ratio.  Is this true?  That would explain why i have a 3000$ revolving account at a furniture store that i havnt used in years.  When i figured the ratio myself I realized it was not getting included. it would be much lower if it was.

I wonder this also. I have an open Dell account that isnt included in my unsecured anymore.
