. . .I  know it's not technically a CLI, but they have a policy of basically no requests to change account details within 60 days.

Where did you read/hear this? AMEX will not give you a CLI within 60 days of opening a card or 6 months of your last CLI, but they will change other account details as soon as you receive and activate your card. I know this because I signed up for a Costco TE card which due to a Costco employee's screwup was shipped to the wrong state with the wrong name on the card. I was able to immediately change my billing address in order to receive a replacement card, which was overnighted, and immediately received a new card with my correct name after activating the first card.

However, I was unable to pay my bill online for the first 30 days after adding my checking account. On the 31st day, I was able to pay my bill on the AMEX site.

Well clearly they're going to change incorrect account info.  I mainly meant that they will not give you a CLI and they will not let you "redistribute" CLs from card to card if it involves increasing the limit on the new account.
