I would say yes, they are one of the more conservative CC issuers and are fairly difficult to obtain. Most people apply when they have a totally clean report (no baddies reporting and very few INQ's).  They seem to value longer credit histories, and people with longer histories have gotten in with lower scores, but definitely no lower than around 710-715. From reading the boards, they do not seem to be a issuer that goes solely on your score, they at times will ask for income verification. They also pay attention to "credit seeking behavior), i.e. too many inquiries, and were denying people for "pyramiding debt" (getting new cards, and moving balances around, but not paying anything down.
