walmart and chevron product change?

Anyone had any luck doing a PC Walmart to discovery and chevrontexaco to visa card.

When I send them a message they said I will need to apply for the card.

not sure about chevron. 

but i know after a certain time and spending some people have said they got an offer to upgrade for the discover.

It comes in as a new account though.  Not a PC.
