I bank with USAA and it took 5-7 days from approval. Granted, I transferred the funds from my USAA bank account and they posted same-day.
Once the funds post to the CD account, give it about 5 days. It's pretty fast in my opinion, but I don't have experience transferring money from an external bank.
ETA: Hmmm.. Reporting. It wasn't fast like GE. 2-3 weeks to report... It seems like it reports with your first statement.
