I think the expectations here may be the issue. If you open an account, close it, open another, and so on and so forth, I can imagine you aren't very profitable to them (or they may even be losing money on you). In that case, I am surprised they continue to approve you, FR or not. And if they close your account after an FR, clearly they do not feel comfortable with what they have seen. I would be surprised if they allowed me to keep points after I failed to pass an FR.
