Ebay purchases count? Points

I was going to make a purchase on ebay for some tires for truck with my CSP to get to 3000 limit or 40000 points...do these count towards my  purchases?

The short answer is, yes. Purchases encompass pretty much everything that isn't a balance transfer, cash advance, or fee... Doesn't particularly matter what you're buying, even if it's going through PayPal.
