You could just open cards with 12-18 month 0% APR periods every year or so and/or balance transfer to the Chase Slate card (0% APR for BTs for some period, no BT fee) if you have a big balance.

 

I don't know too much about general low-APR cards.  I'd imagine credit unions are good for those.
