Isn't a balance decrease a "change to the credit report"?  Isn't the removal of an item a "change to the credit report"? Or is a change to a credit report defined as only new accounts, new inquiries?

If you scroll down from that quote it shows a dozen or so items that trigger credit alerts. Balance decreases aren't one of those and I don't know why, but it never was advertised that a balance decrease would trigger an alert. For dropped items, no CMS anywhere in the world will alert you to dropped accounts or dropped baddies. Not sure why. Mechanics?
